3D model of Rosensteinviertel in Google EarthRecent advances in technology such as Computer Aided Design (CAD), Geographical Information Systems (GIS) and 3D modelling software have enabled 3D visualisation to be increasingly used in the planning process. Often 3D visualisation is offered from a series of set viewpoints chosen by the developer.

VEPs provides an alternative approach in developing interactive tools delivered over the web. Rather than simply allowing people to view proposed developments from set viewpoints, VEPs will allow people to explore the 3D city for themselves and make comments on any part of the development they choose. The technology will even allow them to compare a series of different proposals for the same site and suggest changes.

The VEPs project is therefore bringing together 3D views, 2D maps and discussion forums in a web browser (see diagram pdf, 178Kb), so that these components talk to each other (via the message broker). Comments, in the form of text, pictures or audio, may then be attached to buildings or located at sites of interest using any of these components. Environmental information such as flood and noise models can also be added to help people understand the environmental implications of planning decisions.
