The VEPs tools can be used at different stages of the planning process. However, the initial focus for the development of the VEPs demonstrations is at the masterplanning stage before a planning application is submitted. Encouring public participation and understanding at this early stage in the planning process will result in good planning that makes a positive contribution to local communities.

The VEPs demonstrations will be tested in North West Europe (NWE), one of the most built-up areas in the world where demand for new development is putting increasing pressure on decision-makers to deliver good planning. One of the challenges for VEPs is to develop applications that can be used in all NWE countries despite differences in the planning process.

A masterplan sets out proposals for the major development of a site or series of sites. It describes proposals for landuse, buildings, open spaces and transport as well as identifying the phases and timing of the proposed development. It also includes information on services and infrastructure to meet the needs of people living, working and travelling through an area.
Masterplanning provides an opportunity to explore different development options and to encourage community involvement and acceptance of development proposals before a planning application is submitted. Local communities are increasingly being consulted as part of the plan development process to understand how they would like to see their community develop.
The VEPs technology offers an opportunity to encourage public participation in the masterplanning process. The web applications can be used to present masterplanning proposals and information to the public. VEPs also allows people to explore the proposals in 3D and make comments on specific aspects of the proposed development. Information from this consultation process can be taken into account before the planning application is submitted improving the likelihood that the application will be successful and that the local community will welcome the development.
